None of this is a surprise, considering that we saw his helmet in the season one finale, which DC prominently has on display at SDCC.
Of course, shortly before the big reveal in Hall H I had asked Andrew Kreisberg about when we might see Jay Garrick, and he deadpanned, "who says you will?" He pulled the same thing on me hours before Ra's al Ghul was revealed as the big bad of Arrow season three last year. One day, I will learn my lesson.
The CW revealed the Jay Garrick costume in typically reverent Flash style, with an homage to the cover of The Flash #123, the 1961 story that introduced the concept of the DC Multiverse.
Honestly, I can't believe they actually did this, but I'm glad they did.
Here's a slightly better look at the TV half of that image to give you a better idea of what the Jay Garrick costume looks like...
Yeah, that's Jay Garrick, alright! Other than the gloves and a possibly toned down logo on his shirt, that's right out of the comics. Kinda interesting that they changed the individual in distress to female on the new image. Is that supposed to be new supporting character Patty Spivot (played by Shantel VanSanten), perhaps?
Now, this Flash season one highlight reel is cool enough on its own, but if you wait until the end, you get to hear Teddy Sears introduce himself as Jay Garrick...and they also tease the big bad of season two!
