Governmental organizations have suffered inefficiency caused by close-mindedness
of the policymaking process and an absence of sharing of knowledge. With the
development of an information society, many governmental organizations have
used the e-Approval system, but it has not been disclosed who took part in the
decision-making, what opinions were suggested and what changes did the various
options undergo until the generation of a final policy. Although official approval was
implemented through the e-Approval system, face-to-face reporting was mostly
used to exchange opinions, and it was not recorded, so it was unclear who took
responsibility. In addition, as it was difficult to identify creative opinions that individuals
suggested in the decision-making process, their contribution was not evaluated in an
appropriate way.
