The average training places per staff has also increased
consistently from 6.9 in FYOS to 8.6 in FY07.
Employee satisfaction with training
The results of the Employee Opinion Survey (EOS) show
that more than 85% of URAs staff are satisfied with the
training given to help them perform their jobs better.
Effectiveness of training
Since FYOS,URAs staff has consistently given a high
rating of 4. 2 out of a total score of 5 for the generic,
functional and leadership courses they attended. In terms
of effective transfer of learning, 1 00% of the supervisors
indicated that their staff who participated in tr1e key
training programmes with learning trail were able to
apply what they had learnt after the course.
Continuous learning & development
URA supports continuous learning and skills upgrading.
In 2003, we introduced the Planning and Development
Executive Scheme and In formation Assistant (lA) Scheme
to provide a path for staff to upgrade themselves. Since
then, more than 1 00 technical and clerical staff have
also been upgraded to the Assistant Professional and
Information Administrator posts respectively after they
had successfully passed the in-house qualifying exam.
URA has also established an external secondment
programme for our professional officers to be seconded
to both public and private organizations. This gives our
officers additional exposure beyond URA’s Area of work.
