A labor workforce is a valuable asset to all industries,
and determines a region’s productivity and economic
growth if the best protection protocols for the workforce
are in place (Occupational Safety and Health Council,
2001a). The construction industry is a major source of
employment in Hong Kong and plays a vital role in the
local economy. However, the industry also suffers from
high accident rates, which results in absenteeism, loss of
productivity, permanent disability, and even fatalities
(Fung and Tam, 1994; Mohamed, 1999; Occupational
Safety and Health Council, 2001a,b; Niza et al., 2008;
Mohamed et al., 2009).
