PPD asked to change the last 2 step

PPD asked to change the last 2 steps of floor to be same like the 2 nd pic. Coz of when waterfall to the end it'll over to under of decking and go to the end of last 2 steps. If we gonna change the last 2 steps to be concrete (same like the 2nd pic) it'll more stronger.
