The Federation Council the Upper House of Parliament approved the inter governmental accord on Thursday, after it was passed by the State Duma the Lower House of Parliament on October 18.
First signed by the two governments in Moscow on October 27, 2008, the agreement aimed to establish an international legal framework to regulate the temporary employment of Russian citizens on Vietnamese territory and Vietnamese workers in Russia.
The document specified procedures and regulations on labour migration, social issues, healthcare services, tax, immigration and travel by citizens within the two countries.
The paper also underlined the legal status of migrant workers, ensuring them legal rights and protection as foreign citizens in line with the host country's law.
