In an international review of environmental policy integration, Jordan and Lenschow (2010) conclude that there has been progress at the discourse level (cultural-cognitive dimension) but the transition to hard instruments guiding practice (regulative and normative dimensions) has lagged behind. Political cultures and systems can be more or less conducive to policy integration, but it also depends on the political will and orientation of political leaders. The importance of non-political actors, such as economic sectors, feeding the policy debate with ideas in favour or against environmental issues is also mentioned.
