Bureaucratic Structure
Robert K. Merton defined that the patterns of activities, purposes of the organization, power and regulations are defined by formality. Max Webber said the bureaucracy is a clear system of operation functions, rules and regulations controlled by formalities. He also said that the consistency is defended by bureaucracy such as inauguration, pension and benefits. Besides, the incapability of one’s is his trained experience have not been used in his occupation. Dewer said personal relationship is conducted by the discriminative officers whose his own preference are over the benefit of the public. As per the structural accordance, the bureaucratic officers are often promoted by seniority, pension, and allowance which provided according to the regulations of organizations. This kind of promotion is a cause of being neglect in their duty due to having excessive accordance to the structure. In order to avoid the image of the officers as a haughty, when the officers are on duties, their personal relationship or consideration on a character of client’s should not be involved but try to reduce it. Thus, the problem of the structural accordance is a pressure on duty and not giving important to clients.
