You need to setup your ASP in your roles and features, and enable HTTP in roles and features as well. I have attached some documentation to set it up. The only thing you will need to add is on the step where you are under features, and you add the ASP.NET 4.5, you will want to drop down WCF Services and check the first box. Always accept when it asks you to add features. After it has been setup, you will want to go to your iis setup, right click on dataservices, go to manage application, advanced settings, and select either .NET4.5. This should fix the issue.
