The objectives of productive policies for offshore and coastal fisheries are to adjust fishery structure, promote multi-development of fisheries to decrease fishing efforts, and enhance the benefits of fisheries [37]. Scholars (0.327) indicated crucial indicators being the rate of implementation of the fishing boat reduction policy (I6) and the rate of implementation on suspending fishing activities policy (I7), which increased yearly ( Table 2, Fig. 5). With respect to the number of fishing vessels (I13), the decommissioning of fishing vessels is only restricted to small fishing rafts and non-power crafts, whereby such measure is not useful toward reducing the fishing pressure on fishery resources. This measure on fishing vessel decommissioning must focus on fishing vessels that operate with large-scale fishing efforts, not on old fishing vessels [38]. Indicator for the rate of implementation on suspending fishing activities policy (I7) has been increasing yearly, indicating the excellent effect of this measure. However, the incentive is small, for example, subsidies for a 10–20-tonnage boat is only 3% of the fuel cost spent in a year. Therefore, fishermen did not want to support this measure [39]. Hence, it is necessary for the Fishery Agency to suspend fishing activities based on fish species and fishing gears [40].
