Qualifications of persons who provide guidance and support concerning technical matters (Law, Article 12; Ordinance, Articles 1 and 2)
Every industrial safety and health association is required to have a safety officer and a health officer as persons who provide guidance and assistance concerning technical matters for the prevention of industrial accidents, and their qualifications are approximately as follows:
a. Qualifications of a safety officer
· A person who has completed a course related to industrial safety at a university or higher technical school, has graduated from the university or school, and has had business experience related to industrial safety for seven years or longer following graduation
· A person who has completed a course related to the manufacturing industry at a senior high school, has graduated from the school, and has had business experience related to industrial safety for ten years or longer following graduation
· An industrial safety consultant
· A person who has completed a course other than a course related to industrial safety at a university or higher technical school, has graduated from the university or school, and has had business experience related to industrial safety as a senior expert official for industrial safety, etc. with the national government for seven years or longer following graduation
· A person who has completed a course other than a course related to the manufacturing industry at a senior high school, has graduated from the school, and has had business experience related to industrial safety as a senior expert official for industrial safety, etc. with the national government for ten years or longer following graduation
However, for a safety officer belonging to the Japan Mining Safety and Health Association, the following qualifications apply:
· A person who has passed the senior safety technical officer test
· A person who has been recognized as being equal or superior to a person who has passed the senior safety technical officer test
b. Qualifications of a health officer
· A person who has completed a course related to industrial health at a university or higher technical school, has graduated from the university or school, and has had business experience related to industrial health for seven years or longer following graduation
· A person who has completed a course related to science at a senior high school, has graduated from the school, and has had business experience related to industrial health for ten years or longer following graduation
· An industrial health consultant
· A person who has completed a course other than a course related to industrial health at a university or higher technical school, has graduated from the university or school, and has had business experience related to industrial health as a senior expert official for industrial health, etc. with the national government for seven years or longer following graduation
· A person who has completed a course other than a course related to science at a senior high school, has graduated from the school, and has had business experience related to industrial health as a senior expert official for industrial health, etc. with the national government for ten years or longer following graduation
However, for a health officer belonging to the Japan Mining Safety and Health Association, the following qualifications apply:
· A person who has acquired the license of a doctor, dentist, or pharmacist and has had business experience related to industrial health for four years or longer following acquisition of the license
· A person who has completed a course related to industrial health at a university or higher technical school, has graduated from the university or school, and has had business experience related to industrial health for seven years or longer following graduation
