Scholarships
Most adult-education programs, especially if their tuition charges are relatively high make some kind of provision for the granting of full or part scholarships to individuals who would otherwise be barred from the programs. It is general practice either to set aside a certain amount in the budget or to obtain special contributions for this purpose. The conditions under which scholarships are to be granted should be
