Map Ta Put incident in 1997 was a well know environmental problem related to Volatile Organic Compounds (VOCs). In this incident, tens of student in a school nearly the Map Ta Put industrial estate were hospitalized due to serious air pollution. Source of the pollution was considered as VOCs. The school was closed and moved to another location. Source pollutants and source factory has not been identified yet. Even now there are various reports and claims regarding occurrence of fruit like smell (most likely aromatic VOCs) around the estate. According to complained record of Pollution Control Department (PCD), 40% of environmental complains are on odor and smell, and most of them are considered to be related to VOCs.
Since then, the Pollution Control Department (PCD) initiated a project aiming to establish appropriate and emission standards for VOCs in Thailand. Establishment of VOCs emission inventory is crucial tool for implementation of policy formulation, monitoring of VOCs, and setting up the control strategy and countermeasures for abatement of VOCs problem in the future. Many VOCs compounds were prioritized and selected taking into account their toxicity and exposure assessment including inhalation chronic toxicity and their existing in the environment. PCD has set up a series of seminars on the developement of VOCs standard in order to meeet and communicate the information to the public, and listen for any discussion and questions from the public bodies. Accordingly, nine VOCs in ambient air have been established and announced as in the Ambient Air standard of Thailand (National Environmental Board,2007). These nine VOCs standard consist of Benzene, Vinyl Chloride, 1,2-Dichloroethane, Trichloroethylene, Dichloromethane, 1,2-Dichloropane, Tetrachloroethylene, Chloroform, and 1,3-Butadiene.
