The register of electors of any electoral district in operation on the
date of the publication of the Proclamation under section 2 shall be
conclusive evidence for the purpose of determining whether a person
is or is not entitled to vote at a Referendum, and the right of voting of
any person whose name is for the time being contained in such
register shall not be prejudiced by any appeal pending under any
written law for the time being in force in respect of the entry of such
person’s name in the register, and any vote given by any such person
during the pendency of any such appeal shall be as good as though no
such appeal were pending and shall not be affected by the subsequent
decision of the appeal.
