ASEAN, Australia Reaffirm Strong Ties: Strategic Partnership for Mutual Benefit

MANILA, 28th March 2015 - Meeting in Manila on 26 March for the 27th ASEAN - Australia Forum, ASEAN and Australian Senior Officials reaffirmed the importance of their strategic partnership and agreed to enhance cooperation and explore new opportunities to further strengthen the relationship. This was the first meeting since the ASEAN-Australia dialogue relations were elevated to strategic partnership status at the ASEAN - Australian 40th Anniversary Commemorative Summit held in Nay Pyi Taw, Myanmar, in November 2014.

In line with the new status, both sides expressed firm commitment to move the partnership further and deepen the relationship for reciprocal benefit. The forum, hosted by the Government of the Philippines, was co-chaired by H.E. Evan P. Garcia, Undersecretary of Foreign Affairs of the Philippines, and H.E. Greg Moriarty, Deputy Secretary for Foreign Affairs of Australia, and attended by Senior Officials from all ASEAN Member States and Australia. The ASEAN Secretariat was represented by Deputy Secretary-General (APSC), Hirubalan V P.

The discussions were wide-ranging and extensive with significant focus on current regional and global developments. The impact of these developments for the region, and how ASEAN and Australia could work together to mitigate the negative implications on ASEAN and the wider region including Australia were examined. Both sides gave prominence to the question of regional peace and security. Australia reaffirmed its commitment to work with ASEAN in strengthening ASEAN-led mechanisms of which Australia is also a member such as the ASEAN Regional Forum, ASEAN Defence Ministers' Meeting Plus, Expanded ASEAN Maritime Forum, and the East Asia Summit to promote peace, security, and stability in the Asia-Pacific region.

Both sides shared their perspectives on the prevailing regional order and the situation in the South China Sea. It was agreed that the conflicting claims and maritime disputes in the region should be resolved through peaceful means without the threat or use of force and in accordance with the principles of international law including the United Nations Law of the Sea Convention. The Meeting stressed the importance of building trust and confidence, and the value of practical cooperation to jointly address emerging traditional and non-traditional security issues such as maritime security, transnational crime including international terrorism and violent extremism, climate change and disaster management, among others.

Underlining that "a strong and cohesive ASEAN is a strategic plus for Australia," Australia expressed unwavering support for continued ASEAN centrality in the regional architecture. The Australian delegation leader further conveyed that as a Strategic Partner, Australia looked forward to intensifying Australia-ASEAN cooperation in the political-security arena, and proposed that both sides work together on key strategic issues and bring a global perspective to the partnership.

ASEAN and Australia reviewed and acknowledged the progress in the implementation of the current ASEAN-Australia Plan of Action covering the period 2015-2019. The plan was seen as a useful vehicle to strengthen ASEAN-Australia cooperation across the political-security, economic and socio-cultural pillars. Currently, Australia is ASEAN's second largest trading partner while ASEAN is Australia's sixth largest trading partner. Despite this relatively strong trading partnership, both sides agreed that the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) Agreement should be better utilized to further promote trade, investments, and other economic opportunities. ASEAN noted with appreciation Australia's commitment to continue existing programmes to assist ASEAN Member States in areas such as connectivity, education, tourism. Australia also reiterated its offer to assist the ASEAN Secretariat with capacity building programmes and through the sharing of best practices. People-to-people exchanges were also discussed as part of a broad-based approach to enhance mutual understanding and strengthen the foundation of the partnership.

On its part, ASEAN expressed appreciation for Australia's valuable assistance to ASEAN's community-building efforts. Recognising Australia's profound interest in ASEAN integration, ASEAN looked forward to working closely with Australia on programmes and projects that would support the realization of the ASEAN Vision 2025. ASEAN also welcomed Australia's announcement of an additional AUD$1 million support for the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management, and noted Australia's intention to launch an ASEAN-Australia Council to promote people-to-people, institution-to-institution, and business-to-business links.
