Given the substantial institutional limitations of local governments, the formation of
networks has been viewed as extremely viable for policy formulation and implementation.
It is commonly known that the majority of Thai local governments, particularly TAOs, have
limited organizational capacities in terms of financial and human resources as well as
knowledge management (Bowornwathana 2006; Green 2005; Taliercio 2005). Therefore,
the collaborative approach is an attractive tool for many local administrators.
