During this meeting, participants agreed to work towards developing a
set of guidelines to assist economies in providing consumers with access to the information
necessary to make informed decisions about how to avoid receiving high and unexpected IMR
charges. The results of this survey served to inform the APEC Guidelines on the Provision of
Consumer Information, which focus on improving consumer access to market information and
the availability of substitute technologies.29 Since then, the OECD’s Council on International
Mobile Roaming Services has issued a set of recommendations along similar lines.30 The OECD
recommendations go further and suggest that in some instances wholesale and retail regulations
might be appropriate. In certain regions of the world, regulators have found that regulating rates
are indeed justified.31
