The 1998 presidential election was won by Joseph Estrada (Erap), a former actor famous for his heroic screen performances as a champion of the poor. Unfortunely, real-life responsibilities proved too demanding, and he replied on his cronies to advise him. Corruption grew, and evidence against him was mounting. However, he had sufficient support in the Senate to win a major decision regarding the non-opening of an envelope believed to contain information that would further incriminate him.
