No, vampire power levels don’t seem to be working that way. It’s no workplace, you can’t get a promotion just because someone’s left. A power level is innate ability, and the gaps between levels are specifically referred to as “insurmountable” in the novel. We have lots of circumstantial evidence supporting this, from the mightily shocked and screaming nameless 11th progenitor that got suddenly defeated by the alleged “13th rank” Crowley, and to the fact that, after Saitou had left the vampire world, Woold Gilles is the only second progenitor now (as per Fanbook 8.5). Saitou’s spot apparently had been left vacant for ages. Because it is only possible to fill it if the 1st progenitor would turn someone, and that someone would possess the power of a 2nd rank from the start. No matter how much Lest Kerr would want to stand equal or above Gilles, he just can’t, not strong enough for it. The same with the 1st progenitor: no one was given a “promotion” to the 1st rank just because the 1st progenitor has been missing for centuries. Because not the same power level from the start and can never be.
