The objective of this paper is about the balance of costs and benefits of allowing Emirates to fly to Berlin. The net benefit or costs of tourism are not to be large, but the large factor is the possibility of productive efficiency gains of gains from trade in which the foreign airline is more efficient than the home airline. Thus is likely given that Emirate’s costs per seat mile are lower than those of German carriers. Therefore, the probable balance is that allowing Emirates to fly to Berlin would be positive for the German economy.
