With the right amount of guidance and economic development, these “low quality” populations might eventually become wealthy enough to travel and, by that time, they would also be socialized into being good tourists. After all, national level attention to tourist behaviorsin 2006 coincided with renewed efforts to promote tourism as a part of rural development. The joint proclamation of 2006 as the Year of Rural Tourism and the beginning of the national campaign to “Build a New Socialist Countryside” aimed at not only increasing rural incomes but also improving the social character of rural people.
