Land use planning was introduced at village and village cluster level to
clearly identify village land and village boundaries as well as to classify
land use zones in a participatory approach. Based on the land use zones,
an overall village land use agreement is signed by the district and village
authorities. The final village land use plan and this agreement form the
basis for systematic land registration of all state, communal and individual
land in the village area. After surveying and registration, communal and
individual titles are handed over to the villagers. According to a Decree by
the Prime Minister, no land titles can be issued without a land use zoning
and land use planning exercise beforehand.
