An interpretative case study was conducted to analyse the process used to integrate the statefunded primary
and secondary health services. Before integration, primary health services staff reported through their team
leaders to the Director of Community Health and Nursing Services. Hospital services staff reported through their
line managers to senior medical and nursing directors. Staff of both of these services now report through their
team leaders to a single Director, who is supported by a two-person Executive Committee, all of whom were
previously part of the hospital (as opposed to the community service) management group.
