Just because people are told the degree of risk involved and ways to abate the risk, this does not mean they will accept the risk and support the risk-creating organization. Trust is earned as constituents learn over time that a risk-creating organization is keeping them informed and allowing them to be meaningful participants in the risk communication process. The gas companies in Canada alluded to earlier did not win the community's support for sour gas overnight. The support was a result of a long process of risk communication using a community based process.
