In addition to these approaches, several engineering guidelines
have been developed by responsible organizations to guide the risk
assessment processes. Several widely recognized organizations in
the world, such as the ANCOLD, United States Army Corps of
Engineers (USACE), International Commission on Large Dams
(ICOLD) and United States Bureau of Reclamation (USBR), have
guidelines for dam risk assessment procedures by considering
the economic, environmental, and societal impacts of the hazard.
Although these guidelines have some minor differences (for example,
USBR uses individual risk whereas ANCOLD includes both
individual and societal risk), they all provide general descriptions
for the design, construction, operation, and safety planning of the
dams (USBR 2011; Munger 2009).
