The Ministry will be facilitating the shared usage of environmental information by establishing a comprehensive environment-related database and an information system concerning such issues as air pollution control, the ecosystem, ocean environment, soil management, and chemical substances.
In order to reduce air pollution, the Ministry plans to establish the Ecosystem Information Managing System, which will use a geographic information system (GIS) and Air Pollution Control Policy Support System to evaluate, predict, and analyze atmospheric conditions. In addition, the Ministry will be creating a Comprehensive Information-Management System to ensure the provision of clean water. The system will include a database of nation-wide sewerage and water service conditions, thus facilitating effective management.
The MIC is planning to establish an Environmental Influence Evaluation Support System to proceed as follows: During 1998, the first stage involved the development of an evaluation support system. During 1999, the second stage will involve the digitization of evaluation-related procedures. Scheduled to begin in 2001, the third stage will focus on establishing a GIS-based Expert Support System for evaluating environmental conditions.
• Building a National Security Management System
The Ministry will be establishing regional security management centers in sixteen cities and provinces nation-wide by 2000. It will operate a central security management center by 2002, thereby linking twenty-four relevant security management systems comprised of regional security management systems, the weather-related disaster prevention system, and the flood control system. As a result, a situation control system will be established to integrate and assist any number of situations.
In line with this effort, the MIC will be devising databases and developing applied software programs to monitor and predict potential disasters and calamities, thereby allowing for the prevention of or preparation for impending disaster-related situations. In addition, these initiatives would facilitate the restoration of order if a disaster does occur.
