We need to submit tax certificate for all foreign payments, whether advance or part payment or full payment.
 
We need below listed documents 
a) Copy of Tax residency certificate, obtained from local tax authorities in (Country), stating that for the year commencing 01-04-2016 and ending on 31-03-2017, (Supplier name) is a tax resident of (Country) and is eligible for the beneficial provisions of DTAA’s entered into between the Government of (Country) with India;
b) Declaration in Form 10F by (Supplier name), copy of form enclosed;
c) A self-declaration from (Supplier name) on its letter head stating that for the year commencing 01-04-2016 and ending on 31-03-2017, it does not have any Permanent Establishment in India. Format of the certificate enclosed.
