The Excise Department says fruit and vegetable juice brands will have to increase their natural content to 30-50% from 10% to be exempt from excise tax.
At present, fruit and vegetable drinks must contain at least 10% natural ingredients to escape an excise tax of 20% on the final wholesale price.
Similarly, ready-to-drink green tea and coffee have been exempt from excise tax for claiming to use domestic raw materials.
The department will begin taking health issues into consideration when granting tax-exempt status.
"The tax exemption is granted to producers to encourage people to drink fruit and vegetable juices with health benefits," said director-general Somchai Poolsavasdi.
The exemption is also meant to support domestic agriculture.
The department considers the 10% threshold too low and wants to increase the required amount.
Mr Somchai said the Finance Ministry would make the final decision on how much the natural content should increase.
The restructuring will proceed in line with international standards, he said.
