Yesterday, we received an immediate request from Goodman on this matter and we would like to request supports from DIT to accommodate that.

Background:
- June 2015, GSP was renewed and DIT, Goodman and G.O.D had started communication on DIT to issue Declaration for GSP
- During the communication through November 2015, It was agreed that the calculation
method would be changed from deduct method to accumulate method
- When calculation method changed and applied, about 90% of the products were found
to be ineligible for GSP, although in the past(until July of 2013) almost all of
the products were eligible.
- After this was found, responses to DIT were stopped.
- It is fact that Goodman had been applying for GSP since the renewal of GSP in June 2015,
and also had applied for the refund during the expiration, and the refund has been already
received.
(Application based on the deduct method)
- In July 2016, US Customs will visit Goodman to audit import and export compliance
practices, and GSP will likely to be one of the items checked during the audit (date not fixed yet)
- Outside consultant and legal group of Goodman advised that if ineligibility is found
during the audit, it will likely to be considered malicious violations of the program
and lead to fine and other more through audits therefore it is better to review and
re-submit the duties for past five years before the audit.
- In order for the company to do the above, it requires self-declaration for the past five
years based on the accumulate method.
This includes the declarations made based on deduct method and provided during Jan
through July of 2013.
Request to DIT
- Given the time is limited but it would take too much time to issue Declarations
for all shipments for past five years,
please provide declarations based on accumulate method for 1 month shipment for
each year in order for Goodman to calculate proper duties.
Below are the month of the shipments that declarations are requested for.
①May 2013 shipments
②May 2014 shipments
③May 2015 shipments
④May 2016 shipments
Please see the attached excel file for invoice numbers for those shipments.
- In order to be prepared for the audit in timely manner, please provide those 4 sets
of documents by the end of June,
and please have a priority on 4 and send the documents as they are complete instead
of waiting until everything is complete.
