The Baguio city local government enacted its own clean air ordinance in 2008 together with its implementing rules and regulations. The ordinance has established measure to regulate the flow of motor vehicles into the CBD, and enforced emission standards that the motor vehicle entering the CBD should meet. In the early years of the implementation of the city ordinance (2009-2011), the mean PM level significantly declined. In the subsequent years(2011-2012), however, the PM mean levels appeared to be on the upward trend again. The city government is in the process of the crafting its local environmental code, and is inviting stakeholders to contribute to the design of proposals that will improve air quality in the city.
