Table 2 also shows that Catalonia is the autonomous community with the highest number of high risk SEVESO facilities in Spain, with 27% of the total number. As stated above, there are approximately 80 low risk SEVESO establishments in this region. As RD 1254/1999 confers full legal and technical powers for major accidents to the autonomous communities, Catalonia has taken strict control in this area since the decree came into force. A considerable amount of legislation on major accidents over the last decade has been created, which equalizes Catalonia with European Countries such as Holland, Italy and Germany in this field. In addition, Catalonia monitors its SEVESO establishments much more closely than the rest of the Spanish autonomous communities.
