Chapter 3 . A framework for statistics on work-related income
This chapter will present a harmonized and comprehensive framework for collecting statistics on work-related income :
This framework combines all types of data source to collect mutually consistent statistics of work-related income, corresponding to the concepts of in come as price of labour input, as remuneration for work done or time worked,as return to self employment activity, as work-related benefits to persons no longer engaged in work activities, and (for employees) , as cost to the employer in employing labour.
This framework distinguishes between statistics to be compiled on a current basis so as to meet short-term needs and for time series purposes, and those required to build a basic infrastructure of income information,to serve as benchmark data and for the purposes of structural analysis.
It build on the current integrated system of wage statistics established by the 12th ICLS and incorporates the new international concepts adopted since then. It will also expand existing concepts to all other worker not explicitly covered by these standards (as discussed in Chapter 2), resulting in a harmonized framework that has a winder the scope than the integrated system adopted by the 12th ICSL.
