(a' t sustained policy dialogue at a high level between the Bank and
the Government would have been required to carry out major
educational reforms associated with the project.
(b) Clearer delineation of responsibilities among various agencies
concerned with education would be beneficial.
(c) There should have been one agency to synthesize the findings from
the eight studies and translate them into an action plan.
(d) Establishing project monitoring indicators at appraisal and
tracking them throughout the supervision period would have been
beneficial.
(e) An overall executing agency should have been responsible for
#verseas fellowships. Such an agency could have provided language
training and assistance in the placement of students in overseas
institutions. This would have avoided communication and study
problems due to the language barrier and difficulties with gaining
admission to overseas institutions
