The traditional coastal management on the Jiangsu coast was
stemmed from a dictatorial system, with the central government
monopolizing the coastal resource and coastal salt production to
obtain a large of tax income. Generally, the Jiangsu coastal salt industry
is a kind of state-owned monopoly. The management system
was also a super system which highly monopolized coastal zone
land, vegetation and labor force resources, and gained a super profit
for the central government.
