“During 2011 flood in Thailand, central and local disaster response agencies admitted that AHA center and ERAT were trying to coordinate and provide assistance systematically; however, incoherent procedures to coordinate front line operations obstructed effective results. The concept of damage-and-need assessment (DANA), used in SASOP, introduced new facets of disaster responses and relief that Thailand disaster related agencies were not yet familiar. It was difficult to work together because domestic procedures integrated into the ASEAN/SASOP to coordinate assistant operation on ground are unclear.
