More than $518 million will be used to fix the Ballarat region's ongoing railway saga which has seen months of overcrowded trains, faulty wheel wear problems and delays almost bring the service to a halt.
A $280 million cash plash will also be pushed into 27 V’Locity trains for Geelong, Bendigo, Ballarat, Traralgon, Shepparton and Warrnambool.
Bendigo will gain an additional two off-peak services through the investment, while the Maryborough line will also gain an extra weekday off-peak return service.
Two additional off-peak services for Ballarat will come about from a $131 million cash injection.

Funds will be pushed into upgrading the Ballarat line, including duplicating a 17.kilometere section of a single track between Deer Park West and Melton and three kilometres west of Warrenheip.
There is no word on when the project will be completed but the government has said it is the first step in the electrification of the line to Melton.
New passing loops will also be constructed at Bacchus Marsh, Ballan and near Bungaree so trains can run at a faster pace.
The government will also build second platforms at Bacchus Marsh and Ballan stations.
Bendigo and Eaglehawk stations will also receive a $15.8 million facelift.
The investment into these regional centres is a far cry from the funds promised to the languishing North East line which has been promised just a $15 million slice of the $1.3 billion pot of money.
The 35-year-old rolling stock used along the corridor will receive a mechanical refurbishment and will be cleaned up on the inside.
Instead of three sets of five carriages, the line will instead have four sets of four carriages in a bid to avoid cancellations.
No money has been set aside in the forward estimates for a long term solution for the problem plagued line, but some of the $15 million will be used to begin planning for one.
The state government will also inject $10 million into repairing the Midland Highway between Bannockburn and Meredith out of a $51.6 million fund to build overtaking lanes on major highways.
Meanwhile the Western Highway will receive $10 million for pre-construction works for Ararat to Stawell.
