The project was supposed to replace the current store at 1500 Solano Ave. with a new, larger store and other businesses. The proposal was several years in the making, with residents taking part in "brainstorming sessions" as well as commenting on the plans.
It was to be considered at the Planning and Zoning Commission in May 2012, but Safeway requested it be removed from the agenda at that time.
