In their latest e-Government survey, the United Nations noted that Web 2.0 is providing cost-effective mechanisms for Governments to “develop two-way communication with their citizens”, although the adoption of these technologies has so far been tentative113. Take-up in the private sector seems faster, with the term “Enterprise 2.0” emerging to sum up how organizations are applying Web 2.0 within their walls to communicate, manage knowledge, increase efficiency and encourage innovation. Web 2.0 is also being used externally to build customer relationships and gather feedback. A survey of 1,988 executives revealed a significant increase in enterprises’ use of blogs, RSS and wikis over the last 12 months (see figure 1).
