From the above table it is clear that developing countries are practicing either the Power
Model or Bureaucratic Model of governance at local level. The Table also shows that only
informing or consulting is not enough to reach the goal; more attempts are needed to
empower people to obtain good governance. This finding is consistent with many
international development agencies and researchers as they observed that there is little scope
for the people to be effectively engaged in the affairs of local government in developing
economies (WorldBank 1996). The UNDP (UNDP 2002) pointed out that public participation
in development activities is far from being an efficient tool of governance in the least
developed countries.
