II. PROGRESS, 1996-2000
18.03 During the Seventh Plan period, various housing programmes were
undertaken by both the public and private sectors. While the private sector
focused more on overall market demand, the public sector continued to provide
houses for sale or rent to the low-income group and housing for public sector
employees. Housing programmes continued to be implemented based on the
human settlement concept, whereby housing estates were provided with communal
and recreational facilities. With the provision of other social services, the quality
of life of the population improved.
