We did the 1hr buggy + elephant package. In hindsight, we'd have done the 2 hour quad/buggy package and skipped the elephants as you can see the scabs and fresh wounds on the elephants ears from the spike hammers the handlers use to control them.
Our guide on the buggy was great! Took us up some good tracks which had my other half a little on edge, apparently the 2 hour trek takes you through some far more interesting scenery and more challenging driving.
The buggy was in a really good state of repair - everything worked and was functional (see my previous review of one in Vanuatu where floors were falling out, wheels falling off and engines blowing up).
From what I saw of the ATV's, they were in pretty good working order as well - I even saw a couple of younger looking kids giving it a go, I had a feeling they'd be tapping out before the end of the drive though.
Tldr; skip the elephants, spend the money on a longer buggy/atv tour.
