(2003, 2007) have noted that Malta’s tourism policies changed
radically in the late 1980s. In order to counteract the decline in the
mass tourism market that had occurred in the early to mid-1980s,
Malta’s newly re-elected Nationalist Party realised that a long-term
tourism strategy was required, and commissioned Horwath and
Horwath Consultants to develop a Tourism Master Plan
