The other modes (waterway and road) are also managed by different Chinese
divisions. It is thus hard to bring all departments together when making a decision
on infrastructure construction. Consequently, the capacities of each type are not
synchronized, which limits the development of multimodal transportation. Moreover,
managerial efficiency is lower in China than elsewhere, and market barriers
persist. The famous example is that many sizes of container are in use. China
currently has 1-, 5- and 10-ton, and 20- and 40-foot rail containers. Only the 20-
and 40-foot sizes can be employed for rail-sea multimodal transportation (Zhou
2007). But other container types are not easy to eliminate. There are still many
small vehicles, but few large or special vehicles, such as frozen trucks, van trucks
