I have seen the bars while in Thailand last week.
Now I am in Singapore and had a good discussion with our metallurgist.
I have showed him all the MTC, photos of defect and your confirmation of
induction hardening bar by bar.
We are not accepting the bars yet as our metallurgists also agreed that induction
hardening is not same; and not better than full hardening as we expected. It
is difficult to conclude how uniform the mechanical properties of each bar;
as they are not heat treated as one lot. Treating each bar individually gives
the chances of different mechanical properties of each bar.
Questions from our metallurgists:
Does one test per heat number represents each bars since they are treated individual;
and not in one lot as in full hardening in one lot?
How do we know which bar is treated at which sequence?
How can we ensured that each bar has enough holding time due to they are treated
one piece at a time?
As to the distortion factor after full hardening, it is normal for the mill to straighten the
bars after heat treatment, even for bigger diameter.
Please understand that we are not holding back any payment for no reason; as we do not
have the policy or bad practice to do such thing.
Can you ask the mill how can we verify that each bar is good?
Can we do some mechanical properties tests of hardness, universal tests (yield, tensile,
elongation, reduction of area) and charpy to verify the MTC?
If ok, the minimum we will test is one bar per diameter per heat number randomly. If any
diameter has 2 heat numbers or more, then we will have to do more accordingly. Even this
tests may not prove to be sufficient or confirmed the mechanical properties of the whole
batch of these bars, at least we are getting somewhere. Then we discuss further on any
discount.
All expense will be back-charged to you after you confirmed the cost of testing.
Please ensure that we will not overdo and back charge you more. Appropriate bars
will be the way. We are in business for a long run. Please inform your accounts that we
are sorry to hold this payment until we come to a solution. Our apology gain.
** Please note that we assume that after cutting the cracked ends, there will be no further
crack of the balance length of the bar. If further cracks are found by us or our customers,
then we will be very awkward and have a hard time between us to negotiate for claims.

PS: This is independent of the discount of cutting off the “crack ends”.
