After the dust had cleared, we find in Economic Affairs some ten
departments, but five of them are attributable to the commerce and
communications part of the merger. The five agricultural departments
were Agriculture, Forestry, Irrigation, Fisheries, and Land and Mines.
To formalize the distinction, a Service of Agriculture and a Service of
Communication were set up in the Ministry of Economic Affairs having
jurisdiction, respectively over these two sets of departments. The next
year, in 1934, the services were elevated to the status of 'sub-ministries,"
and later that year the sub-ministry was raised to full status as a Ministry
of Agriculture
