In a study conducted by the Planning Commission, it was found that proper care was not
exercised in the selection of some of the project areas, that very little attention had been
paid to the identification of agricultural labourers and that the progress of identification
of the participants was, on the whole, slow in most of the project areas. As a result of
improper identification and verification of beneficiaries, the benefits of the schemes
accrued to undeserving persons to the extent of about 9 per cent in both the SFDA and
MFAL projects (Goi 1975).
