managing SBR. The USDA-Risk Management Association (RMA)
provided funding for SBR surveillance and monitoring to allow
real-time reporting and mapping of the disease and models to
simulate and predict disease spread. The goal of the framework
was to reduce economic losses from SBR. The framework included
cooperation and support from USDA agencies such as APHIS,
ARS, and the Cooperative State Research Education and Extension
Service (CSREES), as well as national and state/provincial soybean
commodity groups, and state departments of agriculture. A
