This is a period of decline, it seems. People complain a lot; they complain that the traffic is extremely congested. All of you had to spend hours to get here. Some had to start out in the morning; it is very tiring. It is a problem that has to be solved. In fact, the solution has been under study for a long time already. But the difficulty resides in the fact that the solution
cannot keep in stride with the problem. That is, if 50 percent has been solved, the problem grows to 60 percent meaning a loss of 10 percent. This is quite normal but it does not mean that we are defeated. We must strive to solve the ten percent lost, otherwise the problems will snowball until they are insoluble. Even though we might not be able to completely solve the problem, we must nevertheless continue to do so.
