Less than three weeks later, after the arrival in Santo Domingo of a United Nations representative and a small United Nations military observer corps, the OAS commission issued a reporting which the majority of the commission stated that United Nations intervention in the Dominican situation had obstructed their efforts, and they asked to be relieved of their responsibilities. The OAS foreign minister on May 20 transferred the responsibilities of the commission to the Secretary-General of the OAS, who was already in the Dominican Republic, and requested that he coordinate his efforts with those of the United Nations representative
