Introduction
Traditional governmental mechanisms for quality assurance of higher
education are no longer meaningful in most transition countries
Emerging markets have demanded new skills, which requires that
tertiary institutions develop new forms of higher education. The
simultaneous globalisation of markets and people also has demanded
new forms of higher education, and the emergence of private higher
education has required new forms of quality assurance. Quality
assurance may employ three forms of compliance, namely, accreditation,
accountability and assessment, each requiring different
mechanisms.
